The purpose of a baffle in an oil boiler is to slow the flue gases escape, it is these gases that heat the boiler water, so the more heat that can be taken out these gasses the more efficient your boiler becomes. This is why baffles should be replace or rotated (where possible) once they start to deteriorate.
